Abstract

This dissertation addresses the challenges faced by small and medium-sized enterprises (SMEs) in Germany’s industrial sector in transitioning to the data economy. It identifies significant gaps in SMEs' ability to monetize data and adopt data-driven business models. To bridge these gaps, a generic concept was developed, consisting of three core elements.

The first element is a maturity model based on five key dimensions: Data-Strategy, Data-Culture, Data-Resource Management, Data-Ecosystem, and Data-Value Creation. These dimensions are further detailed into 22 sub-dimensions, each focusing on critical areas necessary for successful integration into the data economy. The second element outlines six maturity levels that represent the progressive stages SMEs must navigate: Level 0 marks the starting point for assessing maturity, Level 1 involves data digitization, Level 2 focuses on data inventory and visualization, Level 3 emphasizes data preparation and quality management, Level 4 centers on data utilization and analytics, and Level 5 culminates in the monetization of data-driven business models. The third element is an implementation plan offering actionable recommendations tailored specifically to the needs of SMEs in Germany’s industrial sector. This plan serves as a practical roadmap for navigating the complexities of data transformation.

The research methodology integrates a strong theoretical foundation with qualitative interviews involving experts from SMEs, large enterprises, and consulting firms. The empirical findings validate the theoretical framework and highlight specific challenges such as limited resources, cultural resistance, and a lack of strategic alignment. These insights shaped the maturity model, the six levels and the implementation plan.

This dissertation contributes significantly to research and practice by equipping SMEs in Germany`s industrial sector with a clear, evidence-based strategy to overcome barriers and harness data as a valuable resource. By addressing theoretical and practical dimensions, this work offers a scalable and actionable solution to empower SMEs to achieve sustainable growth and unlock their potential within the data economy.
