Mahensingh Deonaran

As a Subject Specialist for the Higher Education Commission, Mauritius, Dr. Deonaran contributes to the validation and quality assurance of proposed higher education programmes through rigorous academic, professional and regulatory review. This role involves the critical evaluation of programme documentation, curriculum design, learning outcomes, assessment strategies, staffing expertise, institutional resources, and alignment with relevant academic, professional and industry standards.

Dr. Deonaran’s work includes detailed scrutiny of programme proposals, module descriptors, syllabi, learning objectives, assessment methods and resource plans to determine whether proposed programmes demonstrate appropriate academic depth, coherence, relevance and rigour. He evaluates curriculum structure, sequencing and progression to assess whether students are provided with a clear and coherent learning pathway capable of achieving the intended programme outcomes.

A key dimension of this role involves assessing the extent to which proposed programmes are aligned with sector expectations, professional practice, regulatory requirements and the evolving needs of graduates and employers. This includes reviewing whether the curriculum equips students with the knowledge, applied skills and competencies required for successful progression into employment, further study or professional practice.

Dr. Deonaran also assesses the suitability of faculty expertise by reviewing the qualifications, experience and disciplinary competence of staff responsible for programme delivery. In addition, he evaluates whether proposed assessment methods are appropriate, varied, authentic and constructively aligned with the curriculum, learning outcomes and standards expected of higher education provision.

Where required, Dr. Deonaran contributes to site visits, stakeholder discussions and institutional interviews involving academic staff, administrators, students and/or industry representatives. These engagements provide valuable insight into institutional readiness, programme strengths, potential risks and areas requiring enhancement.

Following the review process, Dr. Deonaran prepares detailed assessment reports setting out findings, observations and recommendations to inform institutional decision-making and regulatory validation processes. Through this work, he contributes to strengthening academic standards, enhancing programme quality, and supporting the development of credible, relevant and sustainable higher education provision in Mauritius.

As an External Board Member, Dr. Deonaran contributed to the governance, strategic oversight and institutional development of the university through active participation in board-level discussions, policy review, committee engagement and stakeholder consultation. This role enabled Dr. Deonaran to provide independent insight, professional expertise and an external perspective in support of effective decision-making, institutional accountability and long-term strategic planning.
