Abstract | Bulgaria’s anti-corruption protests in 2020 gave voice to engaged citizens eager for reform in the country’s political system. Despite this, successive governments have failed to honour their pledges to bring about real change. A controversial understanding between establishment and reformist figures has only dashed these hopes of reform further. |
