Abstract

Alice Donald analyses the Chişinău Declaration on the European Convention on Human Rights and migration, adopted on 15 May by foreign ministers of the 46-nation Council of Europe (which is separate from the European Union). She argues that it will not significantly impact the UK’s capacity to control irregular migration – and could backfire politically.
