Abstract | This work was funded through the Citizens Advice Bureau, London. It highlighted the fact that systems evaluated as being usable, can still fail to meet the needs of users. Using field data collected on CAB's information kiosks, their user/clientele profiles, information needs, and information seeking abilities, a framework was developed that helped the CAB understand the characteristics of the community that their systems need to support. The results have been provided to HM Treasury for policy evaluation for supporting future work. This work is being extended to develop technologies to support low literacy users of e-gov and e-social services systems. |
